JAILHOUSE BLUES: Overcrowded jails (A1) aren’t just an Orange County problem. On Wednesday a study of jails will be released in Anaheim that paints a dismal picture statewide. . . . Even with new and expanded jails by 1994, inmates will outnumber jail beds by more than 22,000, says Dick Simpson, research director for the statewide organization of county supervisors meeting here this week.
