Food Inflation Seen Dipping in 1991: The Agriculture Department forecast that food prices will rise 2 to 5% in 1991, a return to more moderate levels of inflation after two years of increases in the range of 6%. The forecast suggested that food prices might return to the stable levels of the mid-1980s, when year-to-year increases were a modest 2% or 3%. Food prices are projected to rise 6% this year. Last winter’s freeze in the South drove up fruit and vegetable prices.
