The head of the New York City public schools system wants to permit distribution of condoms to high school students as a way of fighting the nation’s worst teen-age AIDS outbreak, a published report said today.

The New York Times said students could obtain condoms even without parental consent under Schools Chancellor Joseph Fernandez’s plan.

Fernandez, who will propose the plan to the Board of Education on Wednesday, said in a memorandum to the Board of Education recently that New York City is leading the nation in adolescent AIDS cases, the paper said.

Under the plan, students at each high school, not only the 17 with health clinics, would be able to get free condoms from male and female staff volunteers at a variety of school sites and at specified times in the school day.
