The Philippines has scrapped a controversial deal with former First Lady Imelda Marcos that called for a 60-40 split of the millions of dollars believed kept by her family in Hong Kong banks, officials said. The government accused the widow of the late President Ferdinand E. Marcos of “patent insincerity” and vowed to press a racketeering case against her.
