World IN BRIEF : CHINA : Police Chief Ousted; Vice Laws Stiffened

China replaced its top police official, apparently because of his failure to suppress last year’s pro-democracy movement and catch political fugitives in the aftermath. Public Security Minister Wang Fang was replaced by a deputy, Tao Siju. Zheng Tuobin, minister of foreign economic relations and trade, was also replaced by a deputy, Li Lanqing. Zheng’s replacement was believed to be routine. The government also toughened penalties for trafficking in drugs and pornography.
