Guns fell silent in Sri Lanka as Tamil separatist guerrillas began a unilateral New Year’s cease-fire after seven months of fighting that has killed more than 3,500 people. The Liberation Tigers of Tamil Eelam declared an indefinite cease-fire from midnight Monday.
