Laguna Heights, a new $30-million retail center in Laguna Niguel, is scheduled to open in late February. The complex, with an Italian Mediterranean town center theme, is currently 93% leased. Among its tenants are a Lucky supermarket, clothing boutiques, bank branches, specialty gift shops and restaurants. Plans also call for a day-care facility.
