ORANGE : City Hiring Freeze, Budget Cuts Planned

The economic crunch has hit City Hall, with a hiring freeze in the works for all city departments.

The city manager’s office is expected to deliver a report Jan. 22 advising the City Council to postpone staff additions that would cost nearly $1 million and to trim an undetermined amount from department budgets.

Lower-than-expected revenue from sales taxes and developer fees have forced the city to revise its budget, said Assistant City Manager Jim Evans.

“Our revenues are down like everybody else’s. We are going to recommend this (hiring freeze) to offset the decrease in revenue,” he said.

Evans said the city’s sales-tax revenue for the second quarter of the fiscal year was down 9% from last year.

The 1990-91 budget projected a total of 61 new staff positions.

Thirteen jobs in the fire, police and code enforcement departments have already been filled.

The remaining 48 proposed positions will be left open, saving the city more than $973,000, Evans said.
