From Times Staff and Wire Reports

Only 37% of black students passed high school graduation examinations in the last two months of 1990, the government reported. The passing rate for whites was 97%. Black groups called the results disastrous and blamed unequal education. White education officials blamed the failure of black parents and political leaders to persuade a “lost generation” of teen-agers to return to school after years of absenteeism due to political activism.
