Dow Average to Include Over-the-Counter Issue: Dow Jones & Co. said it will include a company not traded on the New York Stock Exchange in one of its averages for the first time since it started measuring the market’s performance in 1884. Roadway Services Inc., the nation’s third-largest motor-freight carrier, will replace ailing Pan Am Corp. in the Dow Jones transportation index, beginning Monday. Roadway is traded over the counter.
