Fixed-Rate Mortgages Up: Fixed-rate mortgages averaged 9.63% last week, up from 9.56% the week before, according to a national survey released by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 7.76%, down from 7.78% the previous week and the lowest since 7.66% during the week ending May 13, 1988. The rates do not include add-on fees known as points.
