Ventura City Manager Wins Praise
The Ventura city manager’s position is a most demanding job. The man has to please seven bosses on the City Council but cannot hide behind the council when a citizen has a complaint.
The city manager has authority over city employees but must win their respect and cooperation. He can no longer use the old bull-of-the-woods authoritarian style.
A city manager may try to become “popular.” Then when he improves his charisma, he is axed by a council that resents that its persona is inferior to his.
Thankfully, Ventura has John Baker. He gets the job done in spite of the difficulties and dangers.
