Ireland Offers Facilities

DUBLIN, Ireland —
The government on Thursday offered refueling facilities to U.S. military aircraft heading to the Persian Gulf War.
The government said after a Cabinet meeting that Ireland will not participate in the war but will fully honor its obligations under the U.N. Charter.
