Security Council President Bagbeni Adeito Nzengeya of Zaire reportedly promised to allow discussion of a NON-ALIGNED MOVEMENT peace initiative during informal consultations. But the United States, Britain and Soviet Union insist the council take no action until Iraq shows signs of relenting.
