U.N. Secretary General Javier PEREZ DE CUELLAR made his first formal statement since war broke out. He said he has “witnessed with profound grief and anxiety the increasing severity of the war” and appealed to Iraq to withdraw from Kuwait. . . . U.N. Security Council President Bagbeni Adeito Nzengeya of Zaire reportedly promised to allow discussion of a NON-ALIGNED MOVEMENT peace initiative during informal consultations. But the United States, Britain and Soviet Union insist the council take no action until Iraq shows signs of relenting.
