From Times Staff and Wire Reports

Iraq said food and medical shortages stemming from the U.N.-ordered embargo have caused the deaths of 4,224 children and old people and asked the world body to send a humanitarian mission to Baghdad to evaluate their needs, according to a cable obtained by Reuters. But diplomats said it is unlikely any U.N. staffers would go to Baghdad with the city now under allied bombing attack. Iraq’s cable was dated Jan. 14, two days before war broke out.
