Possible Joint Venture for Steel Makers: Bethlehem Steel Corp. and British Steel PLC said they will study a possible joint venture that could cost 2,000 jobs, mainly at Bethlehem, and end steel making in Bethlehem, Pa. Talks have been based on restructuring and combining certain parts of Bethlehem’s structural and rail business units in Bethlehem and Steelton, Pa., and a “significant capital investment.” Primarily because of the proposal, Bethlehem expects to charge $550 million against earnings for restructuring in the fourth quarter of 1990.
