P.M. BRIEFING : China Unveils Economic Plan

China today published details of its recently approved economic blueprints for the 1990s, with the documents appearing to place renewed emphasis on economic reform and calling for less mandatory central planning.

The official New China News Agency carried excerpts from the so-called eighth five-year plan and a 10-year development plan devised in tandem. The plans were approved Dec. 30 at a meeting of the Communist Party’s policy-making Central Committee.

The documents appeared to re-commit to the free-market economic reforms launched by senior leader Deng Xiaoping in the late 1970s. Those were placed in doubt by the leadership’s sharp conservative swing after the crushing of the 1989 pro-democracy movement.
