EUROPEAN COMMUNITY foreign ministers meet in Brussels today for the first time since the start of the Gulf War exposed deep divisions over foreign and security policy. Diplomats said the ministers are likely to discuss the 12-nation bloc’s possible role in helping rebuild the Gulf region with financial aid after the war ends. But the matter was not listed as an official agenda topic, underscoring what EC officials admit has been a disjointed reaction to the Gulf crisis so far. . . . Oil producers and consumers should meet directly after the Gulf War ends to keep price fluctuations under control, Gianni De Michelis, ITALY’s foreign minister, said at the World Economic Forum in Davos, Switzerland.
