BUCHAREST, Romania —
Romania centralized adoption controls today to stop unscrupulous baby-traders making a profit from foreigners who seek children among the large number of Romanian orphans.
A Committee for Adoption, formed by the Health Ministry and including representatives of the Interior, Foreign, Labor and Education ministries and local government, has begun screening all adoptions by both Romanian and foreign couples, an official said.
