FRANCE and BRITAIN will appoint a joint group of experts to lay groundwork for a postwar settlement in the Persian Gulf, the French Foreign Ministry announced. It said Foreign Minister Roland Dumas and his British counterpart, Douglas Hurd, agreed to create such a group during a meeting in London. SOVIET Deputy Foreign Minister Alexander M. Belonogov criticized what he said is the deliberate destruction of Iraqi residential areas by allied air raids, the Iranian news agency reported. “Unfortunately, civilians have suffered great harm,” the agency quoted Belonogov as saying before ending a three-day visit to Tehran.
