MOSCOW : A French Visitor
The Persian Gulf and the Baltics are expected to head the agenda when French Foreign Minister Roland Dumas arrives in Moscow today for talks with his Soviet counterpart, Alexander A. Bessmertnykh, and President Mikhail S. Gorbachev.
Both Paris and Moscow have repeatedly shown interest in finding some diplomatic solution that will cut short the Gulf War. But there are also differences to be discussed. France, along with the rest of the European Community, voted last month to delay consideration of food aid to the Soviet Union in response to the Kremlin crackdown on independence movements in the Baltic republics of Estonia, Latvia and Lithuania.
