Justice Department OKs Cable Rules: The department backed new standards that would allow re-regulation of cable TV by local governments in many places. The industry has operated largely free of regulations since 1984, when Congress passed a deregulation bill to encourage expansion. But consumers have complained about rising fees and poor service. Local regulation of rates is now permitted only where there is no competition.
