“If Saddam Hussein were rational, he would accept the Soviet peace proposal because it gives him a chance to become a winner politically. In exchange for ‘unconditional’ withdrawal from Kuwait, he not only would remain leader of Iraq, but he would be protected by the Soviet Union from further punishment or demands for reparations.
“Hussein’s acceptance of the Soviet initiative would also put the United States in a tough position, with the coalition against Iraq apt to splinter over discussion of the Palestinian question and efforts to get Iraq to pay for its damage to Kuwait.”
