Tanks surrounded government buildings in the Albanian capital of Tirana after a third day of violence in which one person was reported killed by an army patrol. An East European diplomat said later that the tanks had withdrawn although soldiers were patrolling the streets. A spokesman for the opposition Democratic Party said in Vienna that a civilian was shot to death and another wounded Sunday after an army patrol stopped them to check their papers. Officials said four people died in clashes Friday around the Tirana military academy between liberal officers and hard-liners.
