From Times Staff and Wire Reports

The Foreign Ministry announced that Kuwait has promised to pay France $1 billion, about 40% of estimated French costs in the Persian Gulf War. The ministry said that Kuwait’s exiled ruler, Sheik Jabbar al Ahmed al Sabah, told President Francois Mitterrand of the payment plans.
