Homeowner Group Files Challenge to Rationing

A group of Venice residents filed a federal legal challenge Tuesday to the city’s water-rationing ordinance, saying that they don’t know how much water they can use or how much they have to cut back.

The 16 Ketch Homeowners Assn., a group of condominium owners from 16 Ketch St., asked U.S. District Judge Stephen V. Wilson to immediately bar enforcement of the ordinance. Wilson’s clerk said no hearing on the request has been scheduled.

A Department of Water and Power spokeswoman declined to respond directly to the lawsuit, but said customers will be told how much they have to cut back as part of their next bill. The ordinance requires customers to cut water use by 10% of the level used at their address in the equivalent billing period in 1986. The limit went into effect last Friday.
