Lawyer Antonio Mascarenhas Monteiro was sworn in as the first democratically elected president of the West African island republic. Mascarenhas Monteiro’s party, the Movement for Democracy, crushed the ruling African Party for the Independence of Cape Verde in elections Jan. 13 and Feb. 17 in the former Portuguese colony.
