Fixed Mortgage Rates Lower: Fixed-rate mortgages averaged 9.49% last week, down from 9.52% the week before, according to a national survey released by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders asked an average initial rate of 7.39%, down from 7.41% in the previous week and the lowest since Freddie Mac began tracking ARMs rates in 1984. The rates do not include add-on fees known as points.
