Miami to Pay Kin of Two Blacks Killed by Policeman $1 Million
City commissioners agreed Thursday to pay $1 million to the families of two black men whose killings by a Miami police officer sparked a three-day riot in 1989.
The agreement settles a civil lawsuit filed against the city by the families of Clement Anthony Lloyd, 23, and Allan Blanchard, 24.
“I think the city did the right thing. At least the city acted properly and recognized that a wrong had been done and needed to be remedied,” said attorney Jesse McCrary, who represented Lloyd’s baby daughter, Camelia.
Officer William Lozano shot Lloyd in the head as Lloyd drove his motorcycle through the black community of Overtown on Jan. 16, 1989. Lloyd died instantly and his motorcycle crashed into an oncoming car, fatally injuring Blanchard, a passenger on the motorcycle.
Lozano was convicted on two counts of manslaughter on Dec. 7, 1989.
