S&L; Withdrawals Soar: Net withdrawals at the nation’s savings institutions jumped to $9.1 billion in January, the highest level in nine months, the government reported. The outflow was the biggest since April, 1990, when $15.1 billion was withdrawn. It was the 31st outflow in 32 months.
