Yields Rise on New Treasury Notes: Yields on three-year Treasury notes rose at auction to the highest level since November as the government’s biggest-ever $37-billion quarterly refunding got under way. The average yield was 7.09%, up from 6.98% at the last auction Feb. 5. It was the highest rate since three-year notes averaged 7.78% on Nov. 6. The notes will carry an interest rate of 7.75%, with each $10,000 in face value selling for $9,976.10. A total of $13.56 billion in notes was sold out of bids totaling $33.8 billion.
