Arcadia : New Rules for Tree Owners

Residents will have to get permits before pruning or removing large, endangered and native California trees under a new law that won preliminary approval Tuesday.

The City Council voted 4 to 1 for the ordinance, which requires a public hearing before final approval. Councilman Robert C. Harbicht voted against it, calling the proposal a “an unwarranted intrusion by government in people’s private property.”

If approved, the measure would require property owners to obtain permits from the city before pruning, destroying or removing Engelmann oaks, California live oaks and other oak trees more than 12 inches in diameter.

It would prohibit removing California sycamore, blue elderberry, Fremont cottonwood and willow trees more than six inches in diameter. Pruning or removing deadwood on those trees would not require a permit.

Permits would also be required to remove trees in front yards or side yards of corner lots.
