HEADING EAST: After five years, a quarterly magazine published by former Irvine Mayor Larry Agran is folding “for reasons of economy.” The Bulletin of Municipal Foreign Policy will be replaced by a newsletter in the fall, published not from Irvine but from Washington, not by Agran but under the auspices of the Institute for Policy Studies. . . . The farewell issue hails the end to the Cold War, democracy in Nicaragua and divestment of interests in South Africa. Agran said he started planning to step down as publisher of the publication months ago.
