Senate Panel OKs Cable TV Requirement: A Senate committee has approved legislation to force cable television systems to negotiate with TV stations for retransmission of their broadcast signals. The provision was included by the Senate Commerce Committee in a bill that would also return to most local governments authority to regulate the cost of basic cable service.
