U.S.-Japan Construction Talks Break Down: Talks over longstanding U.S. demands for greater access to Japanese construction projects broke down when the Japanese refused to consider additional U.S. bidding. J. Michael Farren, undersecretary of commerce for international affairs, said Japan had one week left to avoid threatened trade sanctions, which would be imposed as part of the 1988 agreement.
