From Times Staff and Wire Reports

President Ramiz Alia announced that a former food industry minister will head a transitional government in impoverished Albania. Ylli Bufi, who served in the Communist government that stepped down this week, was named prime minister and asked to form a Cabinet backed by all political parties to govern until elections can be held in about a year, the ATA news agency said. Bufi replaces Fatos Nano, a reform Communist who quit after failing to halt a crippling, three-week nationwide strike.
