No Sign of Offensive Against Shiites

BASRA, Iraq —
Correspondents who visited this southern port recently as part of a government tour saw no evidence of an offensive against Shiite Muslim rebels and refugees.
Journalists saw troops scattered across the region, which is back under government control after an ill-fated Shiite rebellion. Basra Gov. Abdul-Latif Hamoud denied Iranian claims that nearby marshes are filled with Shiites who face massacre by Iraqi troops.
