Four former East German border guards have been charged in the last shootings of would-be escapees at the Berlin Wall in 1989. They face manslaughter and attempted manslaughter counts, a Justice Department spokeswoman said in Berlin. The charges stem from the Feb. 6, 1989, slaying of Chris Gueffroy, 20, who was trying to escape to West Berlin, and the wounding of another youth.
