From Times Staff and Wire Reports

Nearly 8,000 New York City employees are being laid off this week as the city struggles to close a $3.5-billion budget deficit. The first of 6,000 layoff notices have already gone out and 1,960 more will be sent later this week, officials said. The layoffs, effective June 28, cover most city agencies, including parks, cultural affairs, sanitation and health. Mayor David N. Dinkins has threatened to cut 22,000 jobs and is pressuring unions to come up with concessions. “It is very possible we could reach an agreement before these people are off the payroll,” he said.
