Navy Opens Hearing on Gulf War Shooting

CHARLESTON, S.C. — The Navy opened a hearing Wednesday into allegations that sailors from the navy frigate Nicholas opened fire on Iraqi soldiers trying to surrender on the second day of the Persian Gulf War.
Navy officials said the hearing, expected to last a week, will be closed to the media and public due to what officials termed security concerns.
Five Iraqi soldiers were killed and three wounded in the Jan. 18 raid on oil platforms occupied by Iraqi soldiers. The incident involved helicopters and speedboats from the Nicholas, based in Charleston.
International law forbids firing on troops attempting to surrender.
