The man Prime Minister Brian Mulroney has asked to plumb the depths of the Canadian soul is due to issue his findings Thursday on the political climate across this confused and irritable country.

For four months, Keith Spicer and his Citizens’ Forum on Canada’s Future have been crossing Canada, using town-hall meetings, radio call-in shows, toll-free phone hot lines and other techniques to learn the opinions of about 300,000 adults.

They reportedly found Canadians clamoring for binding referendums, proportional representation, the right to recall or impeach politicians, and other checks on political power. The next question: Will the report spur Mulroney to action?
