LUXEMBOURG : Who Defends Europe?

Progress toward creating common Western European security and monetary policies will be high on the agenda when the leaders of the 12 European Community members meet Friday and Saturday in Luxembourg.

Luxembourg officials have circulated a draft treaty that would commit the 12 nations ultimately to yield considerable authority for defense policy to the supranational EC. So far, British officials have vigorously opposed such an approach, with support from Denmark and Portugal.

Under a timetable adopted last December, the EC aims to complete work on the treaty by the end of this year. The leaders who meet in Luxembourg are also likely to issue joint statements on such issues as aid to the Soviet Union and sanctions against South Africa.
