CLOSE CALL: Irvine had the best program in the country for helping its disabled residents, according to the nonprofit National Organization on Disability. Ironically, a key feature of the program that helped Irvine clinch the grand prize--low-cost van service for the disabled--was nearly cut in half this month. “I’m glad they didn’t (cut it), because it’s part of what won them $10,000,” said Shirley Sandage, the organization’s award director.
