Council Stays With 2 Towing Companies
The Covina City Council last week decided to maintain its existing dual towing contract rather than sign an exclusive contract with a Covina company.
West Covina-based Blackard’s Towing provided service for the Police Department for more than 40 years. In 1987, the city contracted with Bob Remy Automotive in Covina and Blackard’s to rotate the service on a monthly basis.
Councilman Tom O’Leary had accused Mayor Chris Lancaster of bias in the issue because the mayor bought his home from Remy last October.
On Tuesday, the council voted 3 to 1 to maintain the rotating contract until it expires in April, 1992. Lancaster abstained and Councilman Henry M. Morgan was absent.
