THOUSAND OAKS : Council to Consider Recycling Franchises

The Thousand Oaks City Council will discuss tonight whether to allow private companies to collect bottles, cans and newspapers under a city recycling program.

A plan proposed by two councilmen would require that recyclable goods be collected under a franchise controlled by the city. Independent recycling companies would not be allowed to operate within the city without a franchise.

The council will meet at 7:30 p.m.

The recommendation was issued by a committee composed of Mayor Frank Schillo and Councilman Alex Fiore.

Franchises could be issued much like those for garbage collection. Trash haulers already collect garbage under separate franchises for 30,000 residential customers and businesses in Thousand Oaks.

The city is trying to find ways to reduce the amount of garbage residents send to the landfills each year. Under a state mandate, Thousand Oaks must trim the amount of garbage that it produces by 25% by 1995 and 50% by the year 2000.

The city has begun a curbside recycling program for about 9,000 residences for metal and aluminum cans, glass bottles and jars, plastics and newspapers. Materials are separated and placed in containers provided by the city to be collected by a trash hauler.

Officials plan to expand the program to all houses in the city.
