Soviets Say Arms Pact Is Ready for Signing

MOSCOW —
U.S. and Soviet negotiators on Saturday finished the last details of a treaty to slash arsenals of strategic nuclear weapons just days before it is to be signed at a summit in Moscow, Soviet television reported.
President Bush and Soviet President Mikhail S. Gorbachev are scheduled to sign the treaty Wednesday in the Kremlin.
