Start Dates: Carolco Pictures will start production Oct. 14 on a new movie about silent film star Charles Chaplin. “Charlie” will star Robert Downey Jr. and be directed by Sir Richard Attenborough. . . . Work started Monday in Vancouver on “Change of Heart,” starring Christopher Reeve and Deborah Raffin. The film is based on LaVyrle Spencer’s novel “Morning Glory.”
