Nissan Will Announce Electric Car: Japan’s second-largest auto maker is expected to disclose today a battery for an electric-powered car that can be recharged in just 15 minutes, though it has a range roughly equal to other designs. The GM Impact, a prominent contender among proposed electric cars, takes 2 to 8 hours to recharge. Electric cars may be the only vehicles able to meet tougher air-quality laws scheduled to take effect in California and other states this decade.
