In recent days the perceived authority of the Soviet central government has declined dramatically. The republics have begun asserting their independence. How long before they try and take control of the military assets in their respective republics?
This all sounds quite familiar to anyone reviewing recent Yugoslavian history. The prospect of a Serb-Croat-style border dispute between Russia, Kazakhstan and the Ukraine lends pause to those who thought the end of the Cold War would solve all our problems.
