Robert Woetzel, 60, founder of a movement to establish an International Criminal Court, where individuals, both public and private, would be held accountable for their actions in the same way that disputes between nations are adjudicated in the International Court of Justice. Born in China, Woetzel was a professor of international law at Boston College and New York University and a fellow at the Center for the Study of Democratic Institutions. He also taught classes in international law at UC Santa Barbara and UCLA. He wrote several books on international law, including “The Nuremberg Trials in International Law,” “The Philosophy of Freedom” and “The International Control of Outer Space.” In Montecito on Friday of heart failure.
